Teachers and school personnel not allowed to

Department of Education (DepEd) Secretary Jesli A. Lapus reminded all school
heads of public elementary and secondary schools to post an announcement at the
entrance of their respective schools which states that enrollment does not require the
payment of any contribution and that any fee should be voluntary in nature.
Citing DepEd Order 20 (series 2007), Lapus stressed that this is an important
undertaking in order to prevent forced collections in public schools, especially at the
start of the school year.
DepEd Order 20 likewise prohibits teachers and other school personnel from
collecting voluntary contributions.
“Only the PTA/PTCAs are allowed to collect voluntary contributions,” Lapus said.
“There should be a separate area for the collection of contributions, away from the
enrollment is taking place.”
DepEd allows the collection of contributions for Boy Scouts, Girl Scouts, Red Cross
and Anti-TB Education and Fund Drive. It also authorizes the collection of
contribution for the school paper and DepEd-recognized student organizations.
These contributions, however, are all voluntary.
Those who violate the DepEd order will be placed under preventive suspension.
